Congress. To deny jurisdiction is to tear these words from the Statute book.
But it is said, that no rules have been established by Circulars, & orders, & that this tribunal cannot act in the absence of such rules.
Answer 1. These are not necessary to the exercise of a power clearly confined by plain & unambiguous words of the Act of Congress.
Ans. 2, If it were, this Tribunal would suspend its final action, & seek instructions as on a novel, & difficult case, from higher authority.
Ans.., 3. the necessary rules, & instructions are found, in Gen: Howard's Cir: No 5, May 30, 1865, Sec 5. "They are to be protected from abuse, & the calamaties of their situation releived [[relieved]] as far as possible". 
The calamity of Mr. Geir's situation is, that faithless agents have violated their trust, & appropriated to themselves, & friends fiduciary property, which
