I have the honor to state that in order to make the sick, aged & imbecile Freedmen (about 400 in each County) who are wholly dependent upon the Government for Shelter food & clothing for the coming winter, are all comfortable as ever to save life. The Quarter Master's Department will have to issue (unless furnished through other channels) to men & boys, Coats, pants, shirts, socks, shoes & blankets - one of each article to each person will be sufficient. For the female portion of the indigent sick & needy, all that the Quarter Master's department could furnish would be blankets, shoes & socks.
