General 
I have the honor to recommend that the Officer in charge of Colonies and Camps be instructed to establish a Kitchen for every 200 inmates and that only cooked rations be issued.

Good cooks may be detailed from amongst the women. This would not only insures a saving of provisions and food but would also promote the comfort and health of those who are unable to cook for themselves by reason of physical disability.
