Dear Sir

I wrote you on the 5th of August last the day after the publication in the Mobile papers of your "General Order No. 7," accepting the jurisdiction of negro cases according to the request in the Order, and asked for instructions if you had any to give. I have never received an answer to my letter but supposed it was all right as the "Order" seems to me to appoint all State Officers who are willing to assume such jurisdiction. My reason for making this inquiry is, this morning I notice in the Advertiser & Register that R.T. Starr advertises as though he were exclusively appointed. Now I am aware that I was the first to accept the jurisdiction offered
