In conclusion, Gen. Howard says: "Your letter will "be filed and your name registered on list of applications, "and should occasion require your application will be "favorably considered."

Without regard to my application for appointment, allow me to say that the daily business in this office - the Prov. Marshal's - cannot be witnessed without producing a strong conviction that these proposed [[underscore]] Colonies [[/underscore]] or Farms should be [[underscore]] speedily [[/underscore]] and [[underscore]] effectively [[/underscore]] established in all parts of the State. The privilege allowed late rebels to take possession of their real estate and choose their own tenants, is showing to all observers that a system of tyranny and oppression has been commenced which ought to be abated by some means; and if by no other, a refuge in a Colony or on a farm, in the hands of Gov't agents, ought to be afforded the unfortunate blacks.
