Dear Sir
I now write you to request an order allowing me to Issue "Rations" in a limited quantity to the aged and Suffering Freedmen at this place. There is a camp of them that were established at this place before I took command, I found them in a destitute and Suffering condition. I have no orders or instructions concerning them, I took the responsibility to issue to them a scanty Ration,- believing that humanity and their helpless destitute condition demanded it from the Bountiful and generous hands of the Government, I could not believe the bout  through Agents intended to free them and leave them without aid in this helpless and oppressed condition.

There is no agent of the Freedman here or any one that Seems to care or Sympathize with them in their prostrate condition. I have in the absence of any other authority taken the responsibility to see that justice is given them
