In direct violation of Gen. order No 129 War Dpt. Adjt Genl office July 25/65, I write you this believing your source of information depends principally on communications from those who desire to see justice given to a poor and dependent class of people be they Black or White.

I would respectfully recommend to your consideration for appointment as agent at this place Wm McManis Maj. 9th Ill. Vol. Cav. He is eminently qualified and his patriotism and zeal amply speak in his behalf for the position. 

I trust you will give my case an earnest investigation and conclud to give to me or procure for me the above mentioned to cover the Rations I issued to the helpless ones. I only issued a limited allowance to but a portion of what are in camp. I will not issue any more until I hear from you or receive instructions in relation thereto.
