Sir.
By request of Dr. Miller who is now seriously sick, I enter the following complaint. With all my earnest efforts I have not succeeded to cause the Q.M. to furnish fuel for this hospital, nor to provide suitable quarters or fuel for myself, through the want of which I am now sick and my patients at the hospital all suffering for want of fuel.

The Post commander and the Q.M. both think and act as though the Freedmen's hospital and Freedmens Dr were undeserving of any thing except that they in their plenitude chose to confer on us. It seems they have teams to haul fuel for themselves. Even Capt Haptonstall is not able to remedy the evil. It is to me almost a farce. My physical suffering and the condition of my hospital cannot endure this condition of affairs longer. There must be a remedy and I beg you send it.
