The ordnance [[ordinance]] passed by the City Council of this place with reference to Freedmen passing to and from this City after the 15th inst. has been revoked. But the Mayor maintains that he is under no obligation to publish the facts to the public. Thus virtually leaving the impression already produced on the minds of the people in the country the same as though the Ordnance was in full force.

Please to advise me as to what should be done in the matter. Should I cause the facts to be published? Or let it rest as it is.

What can be done with these civil magistrates. I have referred case after case to them for settlement and in not a single instance have I been notified of justice having being done. Now that the crop is secured it seems to be the feeling of nearly all to drive the Freedmen
