I received a communication this morning from a Lady at Perryville informing me of the organization of three of these parties with a list of fifteen names attached which she says belong to the companies. Their object is to disarm the negroes, police the different roads and prevent all negroes from coming to this place or having any communication with this Office. I have laid the letter before the commissioner of the Dist. who says he will watch proceedings and see if anything can be done. It seems to me that such proseedings should be stoped. And we can do nothing effectively until they are.

The City Council have passed an Ordnance prohibiting all persons from passing to and from the CIty unless on important business.

Your Telegram of yesterday morning came to hand in due time. I hope the detail will arrive soon for I am greatly in need of help in my office.
