General:
The within papers of Mr. Selzner were left without action by the Bureau of R.F. and A.L. at this place for over a month although Mr. Selzner came here from Mobile on a great expense & was promised to have his property restored at once when he came & asked for it, & indeed there is no possible reason why he should not have his property. 

At the time the rebellion broke out he left for south to save what property he had there leaving an agent in charge of his property, he (Mr. Selzner) had no idea of the Gov't would ever take possession of his property until he came back here.

General Fisk tells me he would turn over all property belonging to Mr. Selzner, but
