Sir

I have the honor to report that I have relieved George A Harmount Esqr in compliance with Special Order No 1-Ex-2 from Office of Assistant Commissioner Bureau of Refugees Freedman and Abandoned Lands. I have entered on the business of the Office with some changes which the increasing business of the District demands. I have expanded the Office hours and shall endeavor to make each day complete the business so no unfinished matter will remain on hand. Believing it very necessary that the Bureau should be the recipient of all the misdemeanors and outrages committed on the Freedmen in the District- I shall give all such cases my special attention and keep a record of the statements made.

I have taken measures to ascertain the character of Applicants for releife and shall report as
