I have placed a good and careful man (a Soldier) in charge of the Colony and I will visit and inspect these twice a week.
As present this Office is labouring under the effects of General Order No. 3. which render [[negatory?]] every attempt to redress all grievances arising between the two races and between Civil & Criminal Cases and consequently the evil despised abuse the Freedmen at pleasure. Consonant with Genl Order No. 3. I have referred some cases of debt and of assault to the Civil Magistrates who reply they do not think the negro has a right to sue a white man.
This sir is the state of things on my assuming the duties of this office.
All of which are respectfully referred.
