My Sergt the same evening heard Lieut Wells tell Mr. Jeffries that he need have no fear as to his case the charge was not worth a d__ned cent and that he (Jeffries) would come out all right.

I relate the above as one of many cases of maladministration occurring daily at the office of the Pro Marshals. They will either refer cases to me which is exclusively in their province or they will decide against the Freedman who is thus left without redress or protection I respectfully but earnestly request some measures may be adopted to shield the Freedman from the abuses heaped upon them by Rebels under Countenance of Civil and Military Officers.
