I would respectfully call your attention to the enclosed testimony of Freedmen living in the Counties of Monroe Clark Washington & Choctaw. An that I think it necessary that some force should be sent into these counties to protect the citizens & Freedmen.

There is scarcely a day that passes but some complaint is entered in this office of Robberies murder etc committed in the above named counties  
And if one half be true it much needed be fearful in the interior. 

I am fully convinced that in the part of many planters contracts made by Freedmen for a certain part of the crop are being broken and they are thrown on their own resources without any renumeration for their past labor. Having an army whose only from those counties and bring the Same tale.
