I have the honor to report the condition of the Hospital and Tennements of the Freedmans Colony at Dry River in this District as in very bad condition.

There are no sash on the Hospital and the wind has free access through the building. The patients are protected by stretching of sheets on the frames.

The Houses are all in the same condition. There is only one House on the premises but requires glazing - in other respects the buildings will do.
