Sir:
In compliance with verbal instructions from Genl. Swayne I discharged all the Employees of the Bureau in this District –  except Doct. Elliot (Hosp. Steward) and Mr. Davis – the latter remained with me in the absence of men who can write. I find it difficult to obtain men who are fair scribes. — Mr. Davis was discharged on receipt of your letter — Doctor Elliot remains as Hospital Steward by advice of Medical Directors — until there can be a Steward detailed from the Army
