Hayneville Sept. 4th 1865

To Brig. Gen. Wager Swayne, Assistant Commissioner for Alabama, of Bureau of Refugees, Freedmen, &c:

Sir:
I hereby accept the appointment under your "General Order, No. 7," to adjudicate all cases that may arise between Freedmen, or between Freedmen and Whites, and will also receive their testimony in all cases where it is required and will honestly see to it that this unfortunate race [[strikethrough]] has [[/strikethrough]] shall be protected in their lawful rights.
