General,

I have the honor to report the receipt of your letter through Mr. Good. and in compliance with your instructions have been very particular in all the details of a plan for the promotion of the welfare of the Freedmen and the interests of their employers.

On my first, and the subsequent interviews I had with Mr. Good. this subject was discussed in all its bearings. and I then informed him that this association must accept the responsibility of educating the child and supporting the infirm Freedmen and that on those conditions only could he hope for an approval of the Bureau at first there were some who objected. but in our last interview. we concluded to rule these objections, present our plan for your consideration. and, with your approval to lay it before the public.

On Mr Good's return, the resolutions embodying the plan were drawn up and or Monday pursuant to arrangement they were laid before the Public. I was agreeably surprised to see so many more assembled than was at the first Circuit Court. It was a meeting of the intelligence, interest, and influence of the Country with several planters from the adjoining Counties who were invited to cooperate in the passage of the resolutions which was a perfect success.
