Complaints of a very serious nature are constantly coming to this office from Monroe & Clarke Counties regarding the barbarous treatment of the Freedmen in that section. Several murders are reported, and other outrages that are a disgrace to humanity
I think that a competent officer with a guard of at least 100 men should be sent to Claiborne for a time to regulate these matters and see that justice is done to all
My time will be so much occupied here that I cannot go myself, and this is why I ask the detail of another officer to assist me
