Sir 

I have made several attempts to get some definite instructions from the Provost Marshall office at Montgomery in reference to the Freedmen but without success. I now apply to you hoping that I will meet with better success than heretofore. I wish information on several points first in regard to contract's  is it necessary that the contracts shall be forwarded for the approval of an Agt of the Freedmens bureau, secondly in case that either party fails to comply with the contract what is the proper course to pursue, and in what maner are the negroes to be punished for failing to do their duty. there are several instances of excessive cruelty towards their servants by the Planters to be disposed of  will you please inform me the usual manner of prooceeding in such cases and there are numerous bands of negroes congretated all through the country who have no apparent
