means of living - and who evidently subsist off the country by cheating  should not these bands be broken up and sent to Montgomery or some other point where they could be put at work. an objection arises to this, and a serious one. We have no subsistence here to feed them no rations except those actually drawn for the troops here - and they would have to be sent off daily if an attempt was made to collect them - I would be pleased to have full and definite instructions from you at your earliest convenience -
