Sir:- In some News Paper, a few days ago, I saw an address from Genl. Swayne requesting all Justices of the Peace, in this State, to act as agent for the Freedmen's Bureau in Transacting business between Freedmen and Citizens. I made some inquiry of Judge Wood about the matter who suggested that I communicate with you, at the same time stating that if such a thing is designed you will be the one to give proper instruction and authority. Therefore, believing it to be the duty of every man to lend his efforts towards putting Civil-law machinery in motion again, I write asking information on this subject, and at the same time tendering you my services as an agent of this class, providing
