General.
I am directed to reply to your communication of the 30th ult in regard to transportation. The late orders of the Q.M. Genl cut off transportation to any persons whatever unless requisitions therefor are made by the Commissioner of the Bureau. To obviate as far as possible the embarrassment and difficulty which these orders occasion us, the Commissioner has requested the Sec'y of War to issue the accompanying order, which when done, will be immediately sent you.

In the mean time you must request such transportation as is urgently needed through the Department Commander. No more transportation will be furnished Refugees, unless they are dependent on the Government for support. Circular No 9. when issued was intended to apply only to white Refugees in the Northern
