Mobile, December 7th, 1865

Genl:
On the 23rd Nov. I entered into a contract with Maj. Ross Wilkinson to collect certain property belonging to the Government in the Counties of Montgomery Autauba [[Autauga]] and Tallapoosa State of Alabama, and which was receipted for by J. Y. Clapper Local Agent under T.C.A. Dexter Esq Sup. Spl. Agt. on the 15th July 1865 a copy of the contract and of the receipt are herewith enclosed. I thought this arrangement a favorable one to the Government believing that Wilkinson would be more effecient [[efficient]] and Successful in obtaining possession of this property than any one else known to me. He informs me hat he can also collect about 2,000,000 pounds of Leather in the State of Alabama and Georgia which was formerly the property of the so called Confederate States Government. The Presidents order of Nov. 11th sent to me by the Treasury
