Sir,
Some time ago I addressed you a communication in behalf of Mr Chasles Cottingham, a resident of this County.
Mr C, fearing that my letter has miscarried (as we have heard nothing from it) desires me to write you again, which I have the honor to do. Mr Cottingham represents that he is a loyal citizen of the United States, and that he is the owner of what is known as "Dog River Factory", situated about five miles from this City, and now occupied by the Bureau, as a Colony. He says that such property was in his possession at the time the Federal forces occupied this section of country: that the property was not abandoned, but was occupied and used by himself and family - and that he was ejected therefrom about the 15th May last, & the same taken, and since occupied as before mentioned - The property consists of some forty acres of land, with as many tenements
