same, if they see proper. I have also decided that in binding them out, families are not to be separated, which I think a good rule, though in some special cases, humanity and the best interest, of the Freedman, will be subserved by it.
Under the order of General Howard, I find my duty as a State Officer plain and easy, and I am satisfied that no system can be pursued which, if fairly carried out, will prove of more solid benefit to the freedman and to Society, than this. If there are any special regulations for the State, outside of the order of Genl Howard referred to, please communicate them to me immediately.
