Your attention is invited to Genl Order No. 147 C.S. A.G.O. copy herewith enclosed, authorizing an issue to Agents of the Bureau, on regular acquisitions, approved by the Commissioner so much as he may think necessary of the irregular, defective and surplus clothing and blankets now in the hands of the Q.M. Dept., as can be used for the benefit of the destitute Refugees and Freedmen dependent on the Government for assistance and support.
At present it will be impossible for this Office to make reply to your proposition, touching the establishment of Camps or farms in the several counties of Ala, for the care & support of the destitute poor that will be thrown on your hands during the approaching winter.
A copy of your previous Communication on this subject has been sent to Genl Howard, and a reply will be communicated as soon as his instructions can be obtained.
So much of your communication as refers to the payment, of contract Surgeons, has been submitted to the Medical
