Maj. Genl. Howard directs me to express his regrets at not having met you on his recent visit to Mobile but bids me signify his satisfaction at finding the affairs at the Bureau in such admirable condition. He was very much pleased with his interview with the Officer who was sent by your direction, to meet him. 
The general is very glad that you visited Washington with Governor Parsons, and thinks that a great deal of good will spring from the representations that you made to the President and Secretary of War.
On the 22nd of this month the Commissioner transmitted a draft for $5000.00 to you to cover the operations of the Bureau
