I am directed to inquire what use, if any, had been made of requisitions approved when you were in Washington, and to request you to furnish the Bureau with a list of the articles drawn on there, if they have been presented to the Quartermasters Department. 
Genl. Howard further directs me to suggest, for your consideration, the propriety of inducing the Freedman, by voluntary taxation, to raise a fund to be appropriated to the extension of education among them.
