General,

In accordance with instructions from you, I have arrested Mr Winslow and have him here in arrest.  I have defered sending him untill I hear from you, as he is an important witness in the cace of two men who have been arrested by the Civel Authorities and awaiting trial.  I also understand that he was folowing the Negro with a warent for steeling.  I will ceep him here untill I hear from you.  He seams quite anctious to be tryed by the Civel authorities.  I have been down in Coffee County and find a great deal of dissattesfaction and strife amongst the Freedmen and Planters along the line of Coffee and Pike Counties

Thare has been four men killed in that section but I cannot learn who the men were who did it.  Thare are a great many reports circulating in regard to it but as yet I have learned nothing that will justify me in making any arrest.
    
Thare has been one man killed and found in the Conaka River about five miles from this place he had been shot and beaten verry violently with a club and had his hands tyed behind him when found in the River.
