I have the Honor to make the following report with regard to the "chain-gang" of Selma. Very soon after my assignment to the command of the Post of Selma, I called the attention of the Mayor of the city to the manner of punishing "Negro Woman" by the city Authorities. That I considered it brutal in the extreme, & that in the future it should be discontinued. Since which time, women have not been punished by being placed in the "Chain Gang"

I also, on the receipt of your order, called upon the Mayor, who informed me that if prisoners had been beaten in the "Chain Gang"
