Sir:
I have the honor to submit to your Excellency, a copy of a communication from Gen Wager Swayne, Commissioner of the Bureau of Refugees, Freedmen, and Abandoned Lands, for the State of Alabama.

While it forms no part of the purpose of the American Freedmen's Aid Commission or any of its officers, to delay by one moment the earliest restoration of the conditions of peace, consistent with the national welfare, it is not perhaps, improper that we should appear before your Excellency in the interest of a class who certainly have occasion for a next friend, if their case is to be fairly stated.
