States that negroes are continually coming to his office from Alabama complaining of treatment recd them 
Four colored men were walking along a few days ago when they were ordered to halt by a party of white men. Not doing so [[strikethrough]] they [[/strikethrough]] two of them were shot. One man wanted a pass to go to Alabama as bands of people calling themselves State Militia have been arresting all colored people and confining them in jail - and that a bad state of affairs exists among the freedmen.
