'Tho opposed to Secession I was always a "Southern Rights Man" - a "pro-slavery man" & shall die believing that Slavery might have been judiciously reformed, by enforcing the family ties & restraining the arbitrary punishments inflicted by brutal owners & overseers - but slavery & the slave-holder are things of the past - I am sworn to support the order, & I shall Resp. my oath & do all in my power to make the Govt. experiment a success - I am sure that in the relation I now profess it would be possible for me to establish immediate order, & inaugurate a successful industry -  Delegate to me the powers I ask, & the help to enforce my views - Give me full & explicit instructions - & the right to charge the fees which wd. be but a moderate Compensation & I'll show you next year a ten miles sq. of triumphant agriculture, & a happy & contented people white & black - The truth is Genl Swayne, that a certain element of success has been wanting, in the operations of the Freedman's Bureau - Nothing can supply it but the intelligence & personal influence of new thoroughly
