smuggled through - very strange that a man with a Small Grocery establishment would lay in a Stock of Cigars which would cost $25000 to $30000 if he came by them honestly. In connection with these facts it has been suggested to me that the Vessel which brought these cigars over is engaged in running Negros off from coast of Florida to Cuba
