Sir:
I have the honor to report that acting upon information received at these Headquarters; and under instructions from Maj. Gen. Wayne Swayne Comdg. District of Alabama- I proceeded to Greenville in this State for the purpose of investigating the management of the Subsistence Department at that place under charge of Capt. F.O. [[Steinberg?]] V.R.C. & A.C.S.

Upon a thorough and searching investigation. I found that the Acting Commissaries at that place: [[?]] late Lieut. W.C. Buderus 178th New York and Capt. F. O. Steinberg V.R.C. had sold subsistence Stores to Merchants in the place, and planters in the neighborhood.
   
I likewise found that T.W. Mortyn at one time Acting Asistant Supt B. R. F.& .A. L. at Greenville had, in partnership with one man named Jas Freir-Sold Ten thousand rations to various parties.
   
Capt. F.O. Steinberg Sold to a firm at Greenville

I think the header may say "General A. B. Eaton"; the first initial looks similar to the capital letter from "Alabama" and I think it may be referencing Amos Beebe Eaton, who was a commissary general around this time.
