such cases, and received in reply the order of the 11th July from the Provost Marshal. (Copy Attached) confirming his title, and further deciding that "the negroes have no right to the stock" - This order was read to each of the claimants, who returned to their labor. Their contract expired on the 1 Jan'y 1866, and they left the plantation on that day. On the 15th January 1866 I was first served with notice of a new claim.
 
5" These points were verbally submitted by me to Genl. Swayne, the present head of the Bureau, on the 18th Jan'y, when he promptly reconfirmed the title. As will be seen by endorsement of Genl Smith's order. Making no record of these points, tho the papers were submitted by me to his inspection. No doubt they escaped his memory when reviewing your decision on the appeal of the claimants, and where the defendant was not heard.

6" In the mean time the case has been submitted, by way of appeal, by Judge Bragg, on the 19" Jany 1866 to Major Genl Woods, Comir Dept Ala to whom the Freedmen's Bureau is Subordinate, that appeal was forwarded to Genl Swayne, who reports on 23d Jany, as follows: "Respectfully returned to Major Genl C.
