I herewith report a case of outrage committed on a Colored man in the extreme northern parts of this county--to wit, a contract was presented to a Gentleman who was acting for me in that part of the county (but who is now relieved) for his approval but in consequence of the injustice to the laborer he refused to approve it but sent it back by the colored man who presented it with the objections intended Thereon he showed it to the employer on his return who became enraged that the laborer should [underscore]presume[/underscore] to ask the supervisor of his contract and without any offence whatsoever on the part of the Negro got his pistol The man ran but was shot and killed in attempting to escape. There was a writ on arrest issued for him immediately, but he escaped and is supposed to have gone to [?]. could this man be brought back to Justice it would be of great benefit to the Youths of this county. his name is Lucian
