Sir,
I have the honor to address you on a Subject which I hope will be beneficial to me very soon. As it is impossible for me to enjoy the priveleges of freedman at present and we have no protection from the Civil Authorities it is very annoying to us as a free people and as Citizens to live in peace  we would most respectively ask your opinion in this matter  Hoping that we will have the whole cooperation of the Bureau in this matter
