The act of congress approved 
March 3d 1865, Entitled an act to establish a Bureau for the relief of Freedmen and Refugees, provides that there shall be established a Bureau for the Supervision and Management of all Abandoned Lands, and the control of all subjects relating to Refugees and Freedman from Rebel States or from any district of country within the territory embraced in the operations of the Army ,and under such rules and regulations as may be prescribed by the head of the Bureau and approved by the President 'U.S. Statues at large 1864 x 1865 Sect 1 page 507 x 508.

The Head of the Bureau prescribed a rule governing contracts between Employers and Freedman by which it is ordered that contracts must be in writing &c and by 4th Sect, that "such contracts will be a lien on the crop, of which not more than one half will be removed untill full payment is made and the contract released by an Agent of the Bureau or a Justice of the Peace in case it is  impracticable to procure the services of such Agent "See "Genl. Orders No. 12", issued Aug 30th 1865
