I have the honor to report that I have been issuing rations during the past week to the reffugees and freedmen of this vacinity.  I find many of the former [[crossed out]] quite [[/crossed out]] destitute and quite more willing to be helped than the latter. Finding that some were disposed to a buse the priviledge of drawing rations I have taken every precaution to guard against impositions. The surgeon appointed to this Sub Dist is doing all in his power to assist the freedmen of this vacinity I find many of them diseased and in want. I endevor to the best of my ability to amelorate their sufferings. Some of the former owners are now bringing aged and decrepid freedmen to town to be turned over to this bureau. I respectfully request information with regard to such.
