I have the honor to report that matters connected with this office are progressing favorably. I have had several complaints made to me during the past week by Freedman that their former employers refuse to give them their clothes and one in particular has made several threats of what she will do if called upon again for such clothes. On the 19th of Jan 1866 the steamer Jervess arrived at this place the officer in charge of the boat refused to pay the hands (Freedman) according to agreement they stated the facts to me I notified him to appear before me to have the case investigated upon doing so he concluded to pay the wages. Please inform me if I over stepped my bounds.
Complaints are frequently made to me by Freedman of being turned away without their share of the crop for which they worked last season, also of being beaten with hoes and other weapons, the same being turned over
