We the undersigned Petitioners Citizens of Barbour, Pike and Macon Counties having employees of Freedmen respectfully represent that there is no Commissioner authorized to approve contracts nearer than from twenty to thirty miles of many of us, and therefore it is impractable for us to comply with your Gen Order No 12 and that failure to have contracts approved may produce the inclination upon the part of the freedmen to avoid them and therefore prove diliterious to his interest as well as the farming interest of the Country. Respectfully ask that you commission Saml Feagan a justice of the Peace in Beat No 3 Barbour County as an agent with authority to approve such contracts assuring you that he is a suitable officer and will guard well the interest of the Freedmen & has done so since he was appointed a Magistrate by Gov Parsons. That your Petitioners approbate your Genl Orders from No 1 to 18 and that the said Saml Feagan will comply strictly with them in approving of Contracts and in the adjudication of all complaints or difficulties arising - That he is a humane man and will countenance no injustice and for the truth of these allegations we refer you to the Honl Saml Rice & Wallace Screnor - Editor Daily Advertiser
