Sub Disct Tuscaloosa Tuscaloosa Ala Mar 10th 1866 Col. C. Cadle Jnr A. A. G. Bureau of. R.F and A.L Colonel, I have the honor to state that the affairs of this office are prospering also some few facts which have come to my notice since my last letter. I wish you to notice the extract from the "Tuscaloosa Observor (which I send) you will see that the Editor is very particular in noticin the poor Blacks, but says nothing about the whites, now I will venture to say that since I have turned over the rations, there has been three whites drawn to one black. You will see by my report of the month of February that I only isued (1200) rations and I isued to every destitute case, that come under my noticy. I think that the proportion for this County is to much.
