I also have some trouble, very little as yet, is keeping freedman on plantations who contracted for the present year. if one leaves (without good cause) his employer I [[strikethrough]] invariably [[/strikethrough]] immediately notify him to return to his place of labour to carry out his contract in good faith. 
The Blacks & Whites are quite peaceable in this county and doing well, infact working better than they have for a number of years.
The Contracts approved by me are fair and just. Have I the right to approve contracts? I have approved a good many. Some persons are disposed to question my right in so to do. Would be pleased to hear from you.
Rev M Buckley formerly of the Bureau called on me at my office at the 2nd January last and directed me to approve all contracts that were "fair and just" and have continued to do so. I am of the opinion it would be best for both parties to have an agency for the county and as an applicant would take pleasure in referring you to Dr. James Berney of your city Gen S Cox Esqr Representative from this county.
