The people of the Northern portion of Randolph Co where there is a great destitution complain that they receive no part of the supplies paid to that County. If in your estimates for April you could add two hundred rations at this depot for Randolph it would afford great relief.
I find one difficulty with regard to the apportionment of supplies, which should be remedied as far as possible. 
The counties remote from the supply depots frequently fail to receive notice of the arrival of supplies until the month is half gone, and as they can not draw back rations, the people only receive one half the supply designed for that Co. in many instances not one fourth. The misfortune is that this trouble usually occurs in the Counties where the greatest destitution prevails.
