Maj Genl. Swayne:
Dear Sir; I regret very much to have the necessity of writing to you in relation to the rations allowed for our county; but suffering humanity demand it. I received your order for the rations, and on the first of April drew for fifteen days at 137 rations per day; but was told that I could not draw back rations. These rations I had to store in a warehouse at my own expense until I returned home and sent for them. I find after the most rigid investigation by the Commissioners court, these will be allowed and entitled to draw about 5 to 1 rations. The distance being about 45 to 50 miles from here to Greenville.
The county treasurer without a dollar makes it very difficult to get the rations transported to this point. I made an effort to hire wagons in Greenville to day for fifteen days rations allowed for this month, but in consequence of high water my agent returned without getting to Greenville. I shall make the effort as soon as the waters fall to have them transported here. Will you give the necessary order at Greenville to allow me 30 days rations at a time,
