his power, by pledging the credit of the State, to aid the most destitute Counties, in purchasing small quantities of grain; to prevent the abandonment of crops already planted. The State Treasury is comparatively empty. The most pressing and necessitous demands [[strikethrough]] upon the State [[/strikethrough]] having to be met by temporary loads from individuals, its credit such in consequence of present political difficulties and consequent financial embarrassments that the Governor has thus far been unable to negotiate the sale of Bonds from which the Legislature contemplated partial relief for the people.

Our chief reliance for the present trying emergency is in an increase of the supplies furnished by the Government. I appeal to you therefore in behalf of the starving poor of the State, and invoke the aid of that influence which you have heretofore so generously exerted, to procure their food, in securing a further increase
