difficulty in obtaining situations, and most of them are working well. The aged, infirm and helpless when not cared for at their former homes have usually sought and obtained relief at the agencies of the Bureau. With them the sufferings from hunger have been light compared with that of the poor whites  The reports from the different agencies show a much larger amount of relief furnished to the whites than to the blacks.

I have extended this communication to greater length than I had designed yet have omitted many things to which I should have made allusion. I conclude by renewing my earnest appeal for an increase of the supply of food
